m4c is a 2 pass MsMPEG-4 encoder/compressor. The IceM4C version is a modified version with some improvements (read the readme file for more info). idM4C comes with it's own GUI, but the other programs are Win32-command-line based, so you may also be interested in the Graphical User Interface for these other versions.
